The other day my 18 month old grandson walked up to me, bit my arm and announced "I bite". I reached down, swatted his butt and announced. "I spank".

Good for you! He needs that to learn that kind of behavior isn't okay. Kids learn by trying and it is the responsible adults who care for them that have to teach that kind of a lesson.
